Almost certainly not, and most lubricants will just attract grit and crud. If they are squeaking or difficult to turn, there are probably issues that lubrication won't help. You might try removing the sheaves -- a protocol worth some study -- and refreshing or replacing the bushings, or just replacing the whole thing.
