Most shrouds will have enough constructional elongation that you can follow Ian's practice, and end up with cotterable studs, and no chance of two-blocking things while tuning. But, with an unreasonable amount of effort, you can calculate fairly precisely how much each wire will stretch for tuning, deduct that much, and end up with all turnbuckles at about half extenstion.
