Hello,
Cotters rarely encounter serious shear, but when they do, they need to be stouter than a piece of wire that was used because an actual cotter wouldn't fit. Cotters are also less likely to become brittle and fall out. And so forth.
A washer under the tangs is likely a very good idea, so long as it doesn't result in the tang's resting on the threaded portion of the bolt (weaker there).
