"Are there instances where a properly stout forged padeye is acceptable as a landing point for standing rigging?"

That is exactly how many prodution sailboats have their rigging terminated to the deck and hull.
I recall Cape Dorys as beign rigged that way. Where I have seen this done well the padeyes have a hole drilled in a cast lug for the clevis pin rather than just a hoop like on regular padeyes. I do not know where you can buy them now...
