First, you can forget about splicing, at least in any meaningful manner. Second, the wire you have is either quite weak and very elastic (usual), or quite strong but also quite brittle and ornery. Bending radius is the least of your problems.
Wire construction is a matter of suiting steel to different applications. In this case 1x7 makes cheap, adequate guys for utility lines. The requirements are unlike the demands imposed by sailboat standing rigging.
