Default Mainsail rigging confusion

I recently purchased a small sloop. The hardware set-up to control the mainsail does not make sense to me. I would like to be able to cleat off the mainsheet somehow. I cannot see how this rig was ever meant to do so. I suspect the best option is to come back up the boom and into the front of the cockpit somehow with a swiveling cam-cleat. Other stuff: (1) The clew outhaul set-up seems like it could be improved (2) what is the eye-hook and 'V' cleat on the tiller for?

I appreciate all advice and suggestions given to improve the rigging on this boat. Thanks!
