Weren't some of these first made as single headsail and converted to double - called by some sloop and cutter - just as so many Perry designs started life with two headsails and owners called asking what happens if you drop the foresail?
Anyway, in general runners provide better support - when set up - but jumpers are more convenient in that they are always set up. So, especially if you occasionaly sail in light airs with a big genny and drop the forestaysail stay for tacking convenience, not having the jumpers and being able to leave the runners slack could be nice. And either way, avoiding leach chafe by not having jumpers is nice.
If you don't have a clubbed or constant camber foresail, then you have two sets of sheets as well as the runners to handle during a tack - a handful for the singlehander. For foredeck safety, I'm a huge fan of the constant camber.
