yes, through a block to a winch or a block and tackle - given the violence of flogging sails, a line to a block and winch is probably safer than having blocks on the clew of the sail. yes, your stern cleats are probably a sound location for sheeting too...given the sail will set correctly there. you can also raise or lower the sail on the mast (or any sail on a stay) to change the sheet lead angle.
