The worst I've ever had a luff tape jam, I was still able to pull it down by hand.

If yours is really stuck and you don't want to involve the sailmaker. Which would be pretty extreme I think. Maybe you could try stitching a loop of webbing onto the luff tape just below the jam and attaching a ring or block and run a line down to the tack. If you can't get it loose with a truckers hitch, then attach a block at the tack shackle and run it back to the mast and use a halyard winch.
Hard to imagine it being stuck that badly though.
