There are several ways to accomplish the taper, and one of these days, when I get around to finishing the advanced braided splicing book, you'll see a few of them. Meanwhile, the simplest method is just to replace the core of a double-braid rope with the HM rope. Choose a double-braid rope whose core size matches the HM diameter.
Or you could pull it into a piece of Regatta Braid, which should give you a fatter tail.
A true rope-to-rope splice is a lot more complicated, and which one you choose will depend on construction, as well as relative diameters. The grommet method will work only if the two cores are close in diameter.
